Does Livestorm have a built-in timer?

Yes, a Timer app enabled from the App marketplace. Only the team member who starts it can control it, and visibility is one shared setting across everyone in that view — there's no separate producer role.

Can a Livestorm speaker see a private countdown without a producer handing off control?

Not through Livestorm's own Timer app. Control stays with whoever clicked Start, and there's no persistent, separate producer link you can hand off between sessions.
